William (Bill) Sommer

William (Bill) Sommer joined Sain Engineering Associates, Inc. following a 23-year career in the U.S. Navy. Mr. Sommer serves as SEA's Director of Operations, overseeing the business operations of SEA's in-house engineering team and distributed Resource Efficiency Manager teams. He also leads various projects in building optimization, resiliency, sustainability, performs energy assessments, and provides building commissioning services.

While at SEA, Bill has served as the Commissioning Authority providing mechanical and HVAC systems at Protective Stadium in Birmingham, AL, and whole-building enhanced commissioning to multiple projects at the Airbus Americas, Mobile campus. Additionally, he has led a team in the development of Installation Energy and Water Plans (IEWPs) for multiple states' Army National Guards where he was able to bring to bear his Navy experience in assessing of environmental and climate threats to critical infrastructure. Other areas of special interest and skill include building energy modeling and simulation, lighting, and renewable energy systems.

Bill earned his Bachelor of Science in Physical Oceanography from the University of Washington and a Master of Science in Meteorology and Physical Oceanography from the Naval Postgraduate School. He earned additional graduate certificates in Systems Analysis and Defense Energy Systems, also from the Naval Postgraduate School. Professional accreditations include Certified Energy Manager®, Renewable Energy Professional, Commissioning Authority, and LEED AP® Operations and Maintenance.
